Infobip is a large international CPaaS platform with global reach. kwtSMS is a Kuwaiti SMS provider that has been running since 2007. Both send SMS. The difference that matters is what happens to your message once it reaches a Kuwaiti network.

The delivery question comes first

Kuwait's mobile operators apply strict rules to commercial SMS. A Sender ID must be pre-registered with the operators, and the traffic has to be bought through a local provider. Messages that arrive from an international route with an unregistered Sender ID are commonly filtered or dropped before they reach the handset.
