Blacklist, or Do Not Disturb (DND), is a filter telecom companies use to protect customers from spam. When a number's owner joins the list, that number stops receiving messages, except from whitelisted transactional SenderIDs.
In Kuwait, Zain and Ooredoo use DND. STC (Viva) and Virgin Mobile don't. Only the number's owner can ask to be removed, by calling their telecom company.
If you send to a DND number from a promotional SenderID, the message is filtered out and not delivered, and the credit is still deducted.
